If you live in Greece and you want to trade crypto derivatives legally, there is currently one realistic answer, and it is OKX.
That is not a recommendation. It is a description of the licensing landscape after 1 July 2026. Binance withdrew its Greek application rather than face rejection. Bybit's European entity is authorised for five of MiCA's ten services and cannot legally operate a trading platform, let alone offer futures. OKX Europe holds nine of the ten, added a MiFID II investment licence, launched regulated perpetuals across the EEA in April 2026, and picked up a payments licence on top.
The same company pleaded guilty in a New York federal court to operating an unlicensed money transmitting business, paid over half a billion dollars, and remains under an external compliance monitor until February 2027. Six weeks after Malta granted its MiCA licence, regulators from all 27 EU member states were discussing OKX at an ESMA meeting because its decentralised exchange tool had been used to launder proceeds from the largest crypto theft in history.
Both of those are the same exchange. This review works through what a Greek user actually gets, and what they are actually taking on.
The company
The business began as OKCoin, founded in 2013 in China by Mingxing "Star" Xu. A separate derivatives-focused platform, OKEx, launched in 2017 in Hong Kong and rebranded to OKX in January 2022. Sources split between 2013 and 2017 as the founding year, and both are defensible: the group dates from 2013, the exchange itself from 2017. [1][2][3][4]
Star Xu, born 1985, holds a BSc in Applied Physics from the University of Science and Technology Beijing, and is founder and CEO. Jay Hao served as CEO of OKEx and OKX from 2017 to 2023, so anyone writing that Xu has led throughout is wrong. [1][2][5][6]
Current named leadership: Xu as CEO, Hong Fang as President, Haider Rafique as Chief Marketing Officer, Linda Lacewell as Chief Legal Officer, Roshan Robert as CEO of OKX US, and Erald Ghoos as CEO of OKX Europe. Over 5,000 employees worldwide. [1][4][7][8]
Where OKX is headquartered depends on which entity you mean, and the article should not pick one city. Aux Cayes FinTech Co. Ltd, the entity that operates the global exchange, is incorporated in the Seychelles, established in US court records. San Jose, California is the US regional headquarters, set up in April 2025. Regional hubs exist in Dubai, Singapore and Malta, with offices in New York, Türkiye, Australia and Brazil. [1][9][10][11]
The financial position changed dramatically in March 2026. Intercontinental Exchange, the parent company of the New York Stock Exchange, made a strategic minority investment valuing OKX at $25 billion and took a board seat. Bloomberg reported the investment at roughly $200 million in cash, implying a stake below 1%. OKX has said it will not rush a US listing, citing the volatile post-IPO performance of Coinbase and other crypto listings, and describing the valuation as deliberately conservative. [12][13][14][15][16]
For a company that pleaded guilty to a US felony thirteen months earlier, the owner of the NYSE taking a board seat is the strongest credibility signal any offshore exchange has ever received. It is also the tension at the centre of this article.
What a Greek user actually gets
OKX is legally available to Greek residents. Greece is explicitly named in OKX's own list of EEA countries served under the Malta passport. [17]
Derivatives, which is the headline
X-Perps launched on 15 April 2026 across the EEA, under the Maltese MiFID II licence: crypto futures with up to 10x leverage, a funding-rate mechanism, multi-asset margin through a unified account, appropriateness assessments and negative balance protection. [18][19][20]
The legal mechanism deserves explaining, because it is genuinely clever. Under MiFID II, a leveraged product with no expiry falls into the CFD category, which ESMA has restricted for retail investors since August 2018. OKX's workaround was to give the contract a five-year expiry. Far enough out that traders experience it as a perpetual, while it is legally a future. [21]
X-Perps expanded in April 2026 to thirteen additional markets: futures on Apple, Amazon, Alphabet, Meta, Microsoft, Nvidia and Tesla, plus gold, silver, WTI and Brent crude, and major indices including SPY and QQQ. In May 2026 OKX launched perpetual futures on ICE's Brent and WTI benchmarks. [20][14]
Leverage is capped at 10x, against 100x or more on offshore venues. State that as a consumer-protection feature rather than a limitation, because that is what it is. [22]
What else changes
No USDT. Tether holds neither an EMI nor an ART authorisation and has said it will not seek one, so no licensed EU venue can list it. OKX Europe directs users to USDC (Circle) and USDG (Paxos), and has built a redemption path for users still holding USDT. [23][24]
The OKX Card is a Mastercard debit card letting EEA users spend stablecoin balances directly, converting at the point of sale. Worth noting for comparison: Bybit EU's equivalent is a Visa. [23]
Your regulator is the MFSA in Malta, not the Hellenic Capital Market Commission. That determines where complaints go and which authority supervises the entity holding your assets.
Not verified in this research, and worth checking yourself before you rely on any of it: whether OKX has a Greek-language interface, SEPA euro deposit and withdrawal availability and limits for Greek accounts, Greek-usable tax exports, and current OKX Card fee terms for Greek users.

OKX Europe Limited received full MiCA authorisation from the Malta Financial Services Authority on 27 January 2025, among the first global exchanges authorised anywhere in the EU. The authorisation covers nine of MiCA's ten services, including custody, execution of orders, operation of a trading platform, transfers and settlement. OKX describes it as one of the broadest CASP approvals granted in Europe. [17][25][27]
The MiFID II licence was acquired rather than applied for. In March 2025 OKX purchased an existing MiFID-licensed Maltese entity, a notably faster route than Bybit's application, which was filed in September 2025 and has still not been granted. [18][19]
A Malta payment institution licence followed on 17 February 2026, covering OKX Card and OKX Pay, fiat on and off-ramping, and stablecoin services. [26][29]
Together the three give OKX a rare full stack in Europe: spot crypto under MiCA, derivatives under MiFID II, payments under PSD2. [19][30]
One caveat on the numbers. OKX's own pages say 28 EEA states in some places and 30 in others, and CASP Tracker says 29. The discrepancy is probably EU-27 versus EEA-30 counting. Write "across the EEA" rather than picking a figure. [17][25][27][31]
The comparison that matters for Greek readers

Binance filed its CASP application with the Hellenic Capital Market Commission on 23 January 2026 and withdrew it on 24 June 2026, with Reuters reporting that the Commission intended to reject it. Binance moved EU accounts to withdrawal-only from 1 July 2026. Erald Ghoos, OKX Europe's CEO, noted that Binance's Android app had already come off Google Play across many European markets.
The world's largest exchange failed to obtain its European licence in Athens. That is the Greek news hook, and OKX is one of the venues absorbing those users. [30]
Read OKX's migration claims sceptically, though. The company says crypto deposits from non-MiCA-licensed exchanges rose 5.5x since April 2026, that app downloads grew 158% around the transition deadline, and that inflows from Binance customers grew more than eightfold. These are OKX's own figures, and one outlet noted the on-chain balance data is not broken down by region, so the scale of the migration remains unconfirmed outside the company's own numbers. Attribute them explicitly. [30][32]
For context on the market being fought over, Ghoos says that of 1,100 to 1,300 firms operating under national regimes before MiCA, just over 300 now hold a licence. [30]
Proof of Reserves, and why OKX leads the field
OKX has published monthly Proof of Reserves reports since October 2022, the longest unbroken run of any major exchange. The 45th consecutive report was published in August 2026. [33][34][35]
The method is the strongest in this series. Merkle tree plus zk-STARK zero-knowledge proofs, plus an Extended Merkle Tree View, plus ownership validation including send-to-self transactions, verified monthly by Hacken. The zk-STARK enforces three constraints: total balances sum correctly, no account is negative, and every account is included. [33][36][37]
And you can check it yourself. OKX publishes open-source verification tooling at github.com/okx/proof-of-reserves, letting users and third-party researchers independently verify both their own inclusion and the reserve side. In 2024 it cut the verification file from 2.55 GB to 598 KB. [36][38]
Recent figures: the 44th report showed $22.65 billion in reserves; the 45th showed $23.12 billion across BTC, ETH, USDT and USDC, with ratios above 100%. An earlier Hacken audit validated 655,653 unique wallet addresses across more than 20 networks with zero discrepancies. [33][34][35]
Compare honestly. Bybit uses a Merkle tree with auditor attestation and no zero-knowledge component. Binance pairs a Merkle tree with a zk-SNARK. OKX pairs a Merkle tree with a zk-STARK and publishes an open-source verifier. On construction, OKX is ahead. [39][40]
The standard limitations still apply and should be stated. Proof of Reserves is a point-in-time snapshot. It does not audit undisclosed liabilities. It does not prove assets are unencumbered. It says nothing about future solvency or creditor priority in insolvency. And it confers no deposit insurance. [41]
Volume, users and fees
Volume. TokenInsight's Q2 2026 data puts OKX at 13.88% of total exchange trading volume, second only to Binance and ahead of Bybit at 9.81%. Derivatives make up 86% of OKX's own volume, the most derivatives-heavy profile among major platforms. OKX is consistently second in derivatives market share behind Binance, holding roughly 15% of the perpetuals market. CoinGecko's 2025 data puts OKX at roughly 7.5% of spot share, materially lower than its derivatives standing. That gap between spot and derivatives rank is the defining feature of the business. [13][42][43][44]
Users, where the numbers do not reconcile. ICE's March 2026 press release and OKX cite 120 million people or accounts. Third-party aggregators including Business of Apps, BeInCrypto and CoinLaw give 60 million or more registered. Business of Apps separately gives 2.5 million active users for 2024. [12][14][45][46][47]
The most likely explanation is that 120 million counts accounts across the whole OKX group, exchange plus wallet plus other products, while 60 million refers to registered exchange users. Do not reconcile them yourself. Present both with their sources. That OKX allowed a $25 billion investor to publish 120 million without a public breakdown is itself worth a sentence.

The 0.08% spot maker rate undercuts the 0.10% charged by both Binance and Bybit at base tier. On futures, 0.02% and 0.05% is at or below industry standard, against Bybit's 0.055% taker. On headline rates OKX is the cheaper of the two for most retail patterns. [49][51][52]
Two fee ladders exist: a regular-user tier based on 30-day volume or OKB holdings, and a VIP ladder for larger accounts. VIP 1 is reachable at roughly $100,000 in assets or $5 million in 30-day volume. [50][53]
The OKB discount is disputed across sources, appearing as roughly 20 to 25%, as 25%, and as up to 40%. Do not publish a single figure. Discounts are available for holding and paying in OKB; check the live fee page. And treat OKB as a leveraged bet on OKX rather than a coupon: if you hold it for fee tiers, you are taking equity-like risk on a private company. [50][53][54]
Crypto deposits are free. Withdrawals cost the network fee. Fiat card purchases carry a 3% to 5% processor fee charged by the payment provider rather than OKX. Perpetual funding settles every eight hours and no discount programme touches it. [48][50][51]
Products
Trading: spot, margin, perpetual swaps, dated futures and options, all under a unified account with portfolio margin, across 300+ cryptocurrencies, 500+ pairs and 236+ derivatives markets. [3][46]
Web3 and on-chain: OKX Wallet, self-custody and integrated in the same app; the DEX aggregator, covered below; X Layer, OKX's Ethereum Layer-2 with OKB as the sole gas token, upgraded to roughly 5,000 transactions per second in August 2025, though its total value locked remained modest at around $25 million as of late March 2026; and Exchange OS, launched on X Layer in May 2026, letting users create custom markets with a unified account across spot, perps and outcome markets. [55][56][57]
Other: OKX Earn, P2P, OKX Card, OKX Pay, OKX Ventures, and Orbit, an in-app social network launched March 2026. [23][55]
With ICE, pending regulatory approval and targeted for the second half of 2026: access to ICE's US futures markets and tokenised NYSE equities for OKX users, ICE licensing OKX spot crypto prices to launch its own US-regulated crypto futures, a joint venture targeting US broker-dealer and FCM registrations, and collaboration on clearing, risk management and multi-chain custody. [12][13][14]
The guilty plea
This is the central fact of any honest OKX article, and it should not be softened.
On 24 February 2025, Aux Cayes FinTech Co. Ltd, trading as OKEx and OKX, a Seychelles entity, pleaded guilty in the US District Court for the Southern District of New York to one count of operating an unlicensed money transmitting business, before Judge Katherine Polk Failla. [9][58][59]
Penalties totalled more than $504 million: a criminal fine of approximately $84.4 million plus criminal forfeiture of $420.3 million. OKX received a 25% reduction off the bottom of the applicable fine range for cooperation and remedial measures. [9][58]
What prosecutors stated: that from 2018 through early 2024 OKX served US retail and institutional customers despite an official policy since 2017 prohibiting them; that the platform was used to facilitate more than $5 billion in suspicious transactions and criminal proceeds; that US customers conducted over $1 trillion in transactions; and that employees sometimes encouraged customers to circumvent the ban, with one allegedly telling a customer to claim a UAE base and use random identification numbers. Prosecutors also cited OKX's US marketing, including its Tribeca Film Festival sponsorship. [58][59]
The obligation is still live. As part of the plea, OKX must retain an external compliance consultant at its own cost through February 2027 and continue cooperating with the US Attorney's Office. [9][58]
OKX attributed the conduct to "legacy compliance gaps," said the US customers were a small percentage of its base and are no longer on the platform, and Star Xu said the goal was to make OKX the gold standard of global compliance at scale. [58][60]
The DEX aggregator, and the question Malta never publicly answered
In March 2025 OKX's decentralised exchange aggregator was used to launder proceeds from the Bybit hack, the largest cryptocurrency theft on record.
Bybit CEO Ben Zhou confirmed that hackers moved roughly $100 million of the stolen $1.5 billion through OKX Web3. Bloomberg reported that regulators from all 27 EU member states discussed the platform at an ESMA meeting on 6 March 2025. OKX suspended its DEX aggregator on 17 March 2025 "after consulting with regulators," and paused new wallet creation in selected markets. [61][62][63][64]
The regulatory question was whether the aggregator was genuinely decentralised or fell inside MiCA's perimeter. A presentation at the 6 March meeting noted that the OKX Web3 platform listed an OKX Singapore entity as its primary operator, and regulators from Austria and Croatia argued this placed it under MiCA jurisdiction. Malta's MFSA, which had granted the licence six weeks earlier, opened a review of whether it should be revoked. ESMA said it stood ready to deploy all available regulatory tools. [62][64]
And here is what could not be established, which matters as much as what could. No source in this research reports a formal outcome, penalty or closure of the Malta review. OKX still holds its licence and has since added two more, which strongly implies no revocation. But nobody should write that the investigation was closed or that OKX was cleared, because no public record of either exists. The accurate statement is that the licence remained in force and no public enforcement outcome has been reported.
OKX's response included a hacker-address detection system for the aggregator, real-time blocking of flagged addresses on the centralised exchange, and work with blockchain explorers on labelling so the aggregator is not mistaken for the venue processing the trade. It also publicly criticised what it called targeted media attacks. [61][63][65]
Credibility
Trustpilot scores are poor and appear to be falling: 2.9 out of 5 from 1,700+ reviews in March 2025, 2.0 in May 2026, and 1.9 from around 1,600 contributors in July 2026. Review counts differ enough between captures that these may not be measuring an identical listing, so cite one score with its date rather than describing a trend. [66][67][68]
Recurring complaint themes: frozen funds and account restrictions during compliance review, template support responses, unpaid promotional bonuses and cashbacks, and P2P disputes. OKX responds to a high share of negative reviews requesting ticket IDs. [66][67][68]
An independent assessment worth adapting, from Coin Bureau: OKX performs strongest on technical security and reserve transparency, and weakest on regional regulatory clarity, support during complex reviews, P2P disputes and the risks created by advanced products. [69]
Sponsorships include McLaren Formula 1, Manchester City in a deal Forbes reported at over $70 million in 2023, and the Tribeca Festival as presenting sponsor from 2022. [1][70]
The risks for a Greek user, stated plainly
- A live criminal compliance obligation. The external monitor runs through February 2027. This is not history.
- The DEX aggregator question was never publicly resolved. Malta reviewed the licence and no outcome was published.
- No USDT. USDC and USDG only.
- Derivatives are capped at 10x and legally structured as five-year futures. The funding mechanics feel perpetual, but the instrument is not what offshore traders are used to, and appropriateness assessments apply.
- The insurance fund size is undisclosed, unlike Binance's publicly stated SAFU.
- Support and account-freeze complaints dominate the negative reviews, and Trustpilot sits below 3 out of 5.
- Your supervisor is the MFSA in Malta, not the HCMC in Athens. Malta's supervisory rigour was itself questioned by other EU regulators during the MiCA rollout.
- OKB is a leveraged bet on OKX, not a discount coupon.
- Proof of Reserves is not deposit insurance. No EU deposit-guarantee scheme covers crypto held with a CASP.
What we could not verify
Deliberately absent above: OKX's revenue, profitability and ownership beyond ICE's sub-1% stake; the true registered-user count; the outcome of the Malta MFSA licence review; whether any current enforcement action exists beyond the DOJ monitor; the insurance fund size; the exact OKB discount percentage; the number of EEA states the passport covers; whether OKX has a Greek-language interface or Greek-usable tax export; and current SEPA and card terms for Greek accounts.
Frequently asked questions
Is OKX legal in Greece? Yes. Greece is explicitly covered by OKX Europe's MiCA authorisation passported from Malta. Your supervisor is the MFSA, not the Hellenic Capital Market Commission.
Can I trade futures on OKX from Greece? Yes, and this is the main practical reason to choose it. X-Perps launched across the EEA on 15 April 2026 under a Maltese MiFID II licence, with up to 10x leverage. Bybit EU cannot offer derivatives at all; its MiFID application has been pending since September 2025.
Why is there no USDT? Tether has not sought MiCA authorisation and has said it will not, so no licensed EU platform can list it. OKX Europe supports USDC and USDG instead.
Should the guilty plea stop me using OKX? That is your judgement, and the article gives you both sides. The conduct was serious and prosecutors described more than $5 billion in suspicious transactions. The company has since paid, submitted to an external monitor through February 2027, obtained the broadest European licence stack of any exchange, and taken an investment from the owner of the New York Stock Exchange.
How does OKX compare to Bybit for a Greek trader? On regulation and product access OKX is clearly ahead: nine MiCA services against five, plus a working derivatives licence. On record, Bybit has never pleaded guilty to a criminal charge. The trade you are making is between a better-licensed venue with a felony conviction and a narrower venue that lost $1.5 billion to hackers and made its users whole.
Is my money safer at OKX than elsewhere? Its Proof of Reserves is the strongest in the category, published monthly since 2022 with zk-STARK proofs and an open-source verifier. But no reserve report is insurance, and no EU deposit-guarantee scheme covers crypto held on an exchange.
